PHASE II: Enhanced Security System

At its May 9, 2019 meeting, the Board of Education reviewed the district’s second Smart Schools Investment Plan (SSIP2) submission. The SSIP2 is available for community review and comment on the district’s website for 30 days.

The focus of this submission is on enhancing safety and the submission is part of the current Capital Project Work. Specifically, the SSIP2 focuses on additional security cameras and enhanced door hardware for interior classroom doors. The submission also includes controllers to manage the systems.

PROPOSAL

This proposal includes upgrades to school district security systems includes cameras, monitoring devices, notification system, and door hardware. The district believes that this investment into the security of all buildings in the Canajoharie Central School district will help ensure the safety of our students, staff, and guests.

The engineering/programming/management for this proposed investment was completed by SEI Architects. The installation and setup of the security equipment for the proposed investment will be done by Day Automation. Hardware proposed as part of the investment consists of a variety of manufacturers including; Avigilon, Bosch, Corbin Russwin and Day Automation.

This proposal was developed in collaboration with the Board of Education Building and Grounds Committee, the district administration, relevant staff and faculty including the School Resource Officer and local law enforcement.

The proposed timeline is:

• May 9, 2019: initial presentation to the Board of Education

• 30 day posting on the district’s website for comment

• June 13, 2019: hearing and final Board of Education approval

• June 20, 2019: deadline for submission to SED

RATIONALE

In December 2017, the Canajoharie Board of Education adopted the following vision and mission statements to guide the district’s forward movement:

PROJECT SUMMARY

Complete Access Control upgrade with replacement of the current system and the addition of interior and exterior access doors for the high school, East Hill, and the bus garage. The high school will receive video surveillance upgrade with complete exterior camera coverage and some additional interior cameras.

SCOPE OF WORK

Access Control Upgrade-Campus Wide

• Provide and setup (1) ACM enterprise access control server with access software, badging software, LDAP Connectivity software, and REST connectivity software.

• Provide and install replacement access controllers for existing doors. Takeover 19 existing access doors and replace readers with HID Multiclass Readers

• Provide and install (4) new exterior access control doors. One at the HS, one at EHS, and two at the bus garage. The bus garage will have contacts installed on all doors. The locking hardware for the (4) new doors is estimated to be (2) ELR and (2) door strikes.

• Provide and setup (1) badging workstation with printer and ID camera.

• Provide and install the wireless hubs and antennas in EHS and the HS for the future addition of Aperio wireless locks for classrooms.

Video Surveillance – High School

• Provide and install a 137TB video server with ACC enterprise licenses.

• Provide a video client with (2) 22” monitors

• Provide and install (2) 16MP exterior cameras

• Provide and install (3) 8MP exterior cameras

• Provide and install (3) 270° corner mount cameras

• Provide and install (5) 5MP exterior cameras

• Provide and install (14) 3MP interior cameras
